Existing ArcGIS 10.1-10.6.1 authorization numbers will work with ArcGIS Desktop and Engine 10.7. The copy protection mechanism for the Prerelease version of ArcGIS Desktop 10.7 and ArcGIS Engine 10.7 Concurrent Use requires that ArcGIS License Manager 2018.1 be installed to support these products. This version of the license manager will support ArcGIS 10.0 to 10.3.1, ArcGIS 9.x, and Esri CityEngine 2012 to 2015 releases. ArcGIS License Manager 10.3.1 uses FlexNet Publisher license management software. If you perform an in-place upgrade of the ArcGIS License Manager software from versions 10.3-10.6, or 2018.0-2019.1 to 2019.2, there is no need to re-authorize your valid named user licenses or export the Portal JSON file to the portal.
